Please Help... Resistance Figures

So I am really having a difficult time understanding resistance modifications…

Nearly all of my gear has a +10% to +20% resistance to element damage etc, but currently, I am on -3% for Fire and Cold.

What is causing such a deficit in my stat’s that all the +10/+20 still lead up to a negative amount?
