Leveling build vs Endgame build

Hi guys. Although I am not new to POE, I have skipped most of the latest leagues. Anyway, POE just sucked me in again and I am trying this Cyclone Slayer build but the guide says to only use Cyclone closer to the end game because it is not strong enough to level up without the other support gems and gear, plus the mana cost for a low level character, so the guide advises to go with a Ground Slam build followed by a Sunder one, using a couple of buffs. That worked so far till act 4 and now I find myself having a hard time killing boss mobs and dying a lot.

So, how does one go about making a leveling up build to then switch to the end game build? And do you recommend any lvl up build for someone who wants to play Cyclone Slayer in the end game? Thanks!
