General Question regarding Blight, Syndicate events in current league

Hi Guys,

New player here.
I’m in the early 80’s now and still learning alot about the game.
Instead of going straight for the POE forums, I wanted to try here first.

I understand that current in game “map events” (Idk the actual term for these things) such as blight, syndicate, etc, were previous leagues.
After engaging with a few of them randomly, I just want to know if there a way to specifically get these events to spawn in a map? Whether it be certain map “types” certain map “modifiers”. Like If i wanted to work on the syndicate stuff for an hour, is it possible to target that type of content? same with blight.

Or is all this stuff just randomized?
